Abstract: This 11 page paper explores the issue of equity in school funding. In 1973, the Supreme Court ruled that the U.S. Constitution does not guarantee education as a fundamental right. Since that time, state courts have been flooded with school funding equity cases. About half the time, the court rules in favor of the plaintiff. There are numerous factors involved in financing public education and in the equity issue. This essay provides a brief overview of the problem, legislative history, court cases, policy analysis and the dramatic changes some states have made in their school funding formulas. The essay also asks some pertinent questions, specifically in regards to the correlation between level of funding and school achievement. The writer does not attempt to answer the questions, only present them for consideration. Bibliography lists 5 sources.
