Abstract: This 9 page paper discusses the key factors that can prevent some communities being involved in urban policy making and implementation with a focus on the UK. The paper starts with an outline defining is urban policy, then makes the distinction between policy making and implementation and finally explore the nature of community as an idea and in practice in terms of urban planning and how it can be seen in terms of policy making and implementation.
