Abstract: Without checks and balances through layered systems of governance, anyone with adequate money, power and resources could run roughshod over his competition, annihilate it, and assume the position of power. This has been the case in third world countries, and it has also been the basis of historic capitalistic endeavors, including those serving the politics of Joseph Stalin and Adolf Hitler, to name two.
