Abstract: 7 pages in length. Workers normally respond in kind to a corporate philosophy of doing the best they can within the limits of sound business practice for their employees. Rather than snatching all they can for the least amount of effort, they will respond within the proper corporate climate. TQM does not exist for the purpose of supplying middle managers with more raw material with which to lay out charts, graphs and flow sheets. It can be a valuable tool, if management will use it for its intended purposes and resist the urge to promote it merely as justification for their own continued employment as chart-makers.
