Abstract: A paper which looks at the way in which the 1999 Bank Powers Bill (the Gramm/Leach/Blyley Bill) addressed the issue of insurance underwriting and related matters in terms of the discrepancy between national and state banks, and attempted to redress the inequalities and discrepancies between the two.
