Abstract: A 2 page paper evaluating the statement, "prices ought to be equal to marginal cost." Without the provision of equal access, public goods can all too quickly become club or even private goods that have been provided at the expense of all taxpayers while not being available to all taxpayers. Prices need to be equal with marginal costs so that the public entity neither loses in or inordinately profits from either the provision or the maintenance of the public good. Otherwise, the good can become exclusionary and therefore not a truly public good meant for the benefit of all taxpayers. Bibliography lists 3 sources.
